This research aims at demonstrating the important role that is played by the investment in the human capital to manage reaching the electronic transfer operation in municipalities and reveals the efficiency of the strategies and tools established by the municipal administration to invest in its human potential in order to reach an electronic muncipality that satisfies the electronic era. Therefore ,a major question to the problematic of the research has imposed itself : Does the municipal administration of Bordj Bou Arreridj use efficient strategies and tools to invest in its human capital in a way that helps the transfer towards an electronic minicipality which satisfies the needs of an electronic era ? To answer this question , we have elaborated a questionnaire to collect information and have distributed it among the the research samples (employees) that reach the number of 121 employees. The research showed several defficiencies in the management of the human capital which was the cause of the obstruction and delay of the electronic administration project in the municipality of Bordj Bou Arreridj. As a remedy to the situation, the study recommended the importance of taking care of the human element through the investment in his abilities, competences and knowledge, in a way that ensures the right movement to an electonic municipality and develops the relation between the citizen and the administration to enable him acquire his documents " home made". This leads to accomplish the main aim of the electronic administration by illustrating the term"electronic citizen" .
