This study aims to know the extent of the impact of applying the electronic management system in the field of public employment, given that it is a modern method that was introduced to conduct administrative work, develop it, modernize it, and make it keep pace with global development, which made it necessary for us to Identifying the parties that were affected by the electronic administration application system in the field of public employment, namely the public employee, the public office, the person dealing with the administration, or the beneficiary of the public services of the public administration, so that electronic administration affected the job duties of the public employee, especially electronic job performance, and considering him responsible for implementing it in practice. As for the public job, it has moved from traditional work to electronic work.
The electronic management system is considered a requirement of modern organizations and the most important feature of the current era. In order to improve the performance of human resources in public institutions and administrations, it is necessary to keep pace with all the technological developments that the whole world is witnessing, in order to deal with globalization and confront all the challenges to which public administration is exposed.
Based on the above, the electronic administration system is an essential means of administrative modernization whose goal is to increase the efficiency and transparency of administration through the public services it provides to users. Electronic administrative activity is completely different from traditional administration activities in that it represents a complete and comprehensive transformation of all humanitarian fields without exception, whether social, Economic, productive and developmental in order to provide the best services.
It is clear that the application of the electronic management system is an effective means of eliminating the negative administrative bureaucracy that is widespread under the traditional management system. Thus, the separation and processing of applications and files of those dealing with the public administration is done by machine and away from the will of the employee, which may have previously been a cause. In obstructing or delaying its processing, which makes it a dedication to the principle of equality between citizens and transparency of administrative work
