The Role of Human Resource Development in Enhancing the Performance of Economic Institutions: Strategies and Development Perspectives

This study analyzes the role of human resource development in enhancing the performance of economic institutions, with particular emphasis on strategies and development perspectives in the Algerian context. It is based on the assumption that investment in training and development is no longer a secondary administrative activity, but a strategic mechanism that improves productivity, product and service quality, innovation capacity, and competitive advantage. The study adopts a descriptive-analytical approach by reviewing relevant literature, previous studies, and recent reports on skills development and labour-market transformation.
The analysis results revealed that the effectiveness of training cannot be achieved merely through the organization of isolated training sessions. Rather, it depends on the existence of an integrated training system within the organization. Such a system begins with an accurate assessment of actual training needs by identifying employees’ knowledge and skill gaps. It also requires aligning training programs with the institution’s strategic objectives to ensure that training efforts are directed toward improving performance and enhancing organizational effectiveness. Furthermore, this process can only be completed through the evaluation of training outcomes after implementation, both at the individual and organizational levels.
The study also demonstrated that digital transformation and the knowledge-based economy are creating new challenges for Algerian economic institutions, making it essential to adopt modern approaches to human resource management based on continuous learning and the development of digital and leadership competencies. In this context, organizations play a crucial role in fostering innovation within the workplace and creating an organizational environment that enables employees to adapt to rapid changes and contribute effectively to the achievement of organizational objectives.
The study recommends shifting HRM from a traditional administrative function toward a strategic role focused on attracting, retaining, and developing talent, while linking training to measurable indicators such as productivity, quality, job satisfaction, and competitiveness.
