Abstract

Higher education is an important sector in all countries, that is why Algeria focuses on improving it constantly, especially in the light of economic, technological and scientific changes and developments, where. the digitization of the sector and the introduction of information and communication technologies (ICTs) into its various administrative and pedagogical aspects have become an urgent necessity and a prerequisite for the university to adopt it and provide all the necessary material and human resources. Therefore, the development of the Algerian higher education sector must adopt a strategic plan covering all aspects of the educational process, all related equipment and organizations that organize the university and ensure its full functioning by adopting up-to-date and sophisticated

scientific methods and means, mainly because of the reliance on distance education imposed by the current health conditions and the social distancing procedures due to the coronavirus-COVID-19. Furthermore, distance Learning has imposed interest in communication technologies, which relies heavily on online platforms and online education to facilitate students’ learning and complete the school year by establishing a distance learning system as a pillar of attendance training. Thus, the present study highlights a review of literature on the concept of distance learning, its historical development, its principles and platforms, as well as the concept of higher education. It also sheds light on its objectives and the stages of reform in Algeria, as well as the digitization strategy of the Algerian University and its electronic platforms.
