Abstract

This research paper discusses the concept of the “Fourth-Generation Algerian University” within the context of digital transformation. It aims to highlight the requirements and challenges of digital transformation that may confront the higher education sector in Algeria, which seeks to modernize the Algerian university in line with the demands of the contemporary era through the adoption of advanced technologies such as digital platforms and artificial intelligence tools in teaching, scientific research, and university administration. In order to identify the requirements of this transformation and reveal the main challenges hindering its implementation within higher education institutions, the study adopted the descriptive-analytical approach based on a set of academic studies and literature related to digital transformation and modern university education. The study concluded that the success of the transition toward the smart university requires the provision of a strong digital infrastructure, the adoption of blended learning, the development of human competencies, and the strengthening of international partnerships, in addition to encouraging scientific research and innovation. It also emphasized the importance of institutional digital culture in supporting this transformation through the promotion of flexibility, collaboration, transparency, and digital empowerment. Conversely, the study revealed a number of challenges facing the Algerian university, most notably weak funding, limited technological infrastructure, resistance to change, and the digital divide between universities and different regions, in addition to risks related to cybersecurity and data protection.
