. Abstract; The most important factor in developing higher education is providing an effective structure based on a strategy that makes use of technology in the teaching process.This study attempts to show the predominant role of information technology and it effeciency in reaching a qualitative higher education that goes along the technological developments while hamessing modem methologies of teaching at university using multimedia and uses technology to allow learning beyond university and substituting presential learning especially in times of Covid 19
