Abstract

The economic institution represents the main tool and nucleus for the development and growth of any economy, as its success leads to the success of the national economy and failure leads to weakening and failure.

 The degree of success of the organization today is measured by its ability to achieve higher rates of productivity, as the latter have effects that cannot be neglected either on the strategic objectives of the institution such as improving profitability and developing competitiveness, or at the national level such as achieving economic prosperity and control of inflation and economic development.

In order to achieve the objectives for which it was established, the Foundation must have a set of resources. These resources are generally human, financial and material resources of buildings, machines, etc., which must be commensurate with the activity of the institution. Recently added two technological resources and information. Therefore, this study aims to search for the importance of human resources in the context of achieving comprehensive quality through the standards approved in ISO, in one of the largest institutions in Algeria, which is the Sonelgaz Foundation, Blida Unit.The results indicated that the institution does not have the scientific methods in determining training needs, which confirms our assumption that the Sonelgaz Foundation lacks scientific methods in managing its human resources. Also, training does not contribute effectively to improving productivity.
