Abstract

The great progress and development in the field of information and communication technology has achieved many benefits and advantages. To take advantage of this development in the field of work, countries and their governments have tended towards electronic management, as a modern method and abandoning traditional methods of management, in order to improve their government performance, and add more transparency and eliminate many Among the problems caused by bureaucratic management, such as corruption and nepotism, is the low and weak services provided to citizens, and this is by automating all administrative activities that were managed at one

time by a traditional mechanism, and generalizing the use of electronic means in performing all its administrative, commercial, political and service activities (electronic democracy) and service. The so-called e-government, which is considered a linking tool between all departments and institutions, in order to improve the services provided to the citizen on the one hand and facilitate transactions on the other hand, but this approach faces several financial, social, organizational, technical and legislative obstacles that prevented, its optimal implementation, which is What forced governments to implement strategic plans for the optimum shift from classical to electronic management, relying on staff.
