Democracy according to the general definition is a form of political organization and procedurally means the exercise of power by the people directly or indirectly, the rule of the people for themselves and themselves' and this political organization means the existence of a social state that recognizes the fact that everyone is equal against the law, that they have the same rights, and that citizens are invited to intellectual and moral life and placed under conditions that allow them to exercise the share of power granted to them and the democratic system relies on universal suffrage as its tool. This is characteristic of the rule of law, which has historically emerged from the philosophy of enlightenment. Digitization represents the developments in the field of media and communication and the new possibilities opened up by the Internet, which has brought about radical changes in various areas of life. Digitization is a format for converting data and information into a format that can be stored, processed and shared using digital technology includes converting paper documents into electronic files by using databases and information systems to organize data, which is employing cloud technology and decentralized computing to store and share data over the Internet. Democracy could not move away from the development of the Internet, which changed daily life, leading to the emergence of what is known as cyber or digital democracy. Is the Internet complementary or transformative to democracy? How has digital transformation impacted human rights?
