Legal Changes In The Medical Insurance System

The fundamental principle of health insurance is to address medical risks. As societies develop, the population grows, diseases become more prevalent, and the associated legal liability increases. Consequently, the need for protection and security against medical risks also rises. Social and medical insurance is essentially based on precautionary measures intended to provide coverage at the time an individual may face foreseeable future needs. This system derives its financial basis from the contributions of its members, who in return are entitled to claim compensation when necessary. It must also be emphasized that health insurance programs and services contribute to the protection of patients by providing social coverage against the risk of illness, which may affect all aspects related to the patient and further increases the demand for social and medical insurance services. These legal and social developments have led to the formation of a system of medical liability insurance, culminating in the emergence of modern rules governing medical liability insurance.
