Abstract

Employment itself is an important field for the enforcement of the legal rule. Therefore, the various procedures on which it is stated must be objective, public,divestiture. And other characteristics of legal rule that aimed to establishing a fair and an effective social
system. The various criteria for employment must be objective and appropriate to the conditions of employment in line with the bets of its modernization, which makes from the methods and the technical means in recuruitment the most important aspirations on them. Particularly with respect to the flexibility of recruitment. That to ensure the necessary labor flows. On one hand, for adapting these different procedures for improving the performance of the public utility. On the other hand, for a guarantee to achieve the principles of imitating public jobs.
