Abstract

The electoral process needs to be managed by a body in terms of materials and careful follow-up for all its events and stages. This latter, to perform its functions to the fullest, it should possess a great deal of qualities and qualifications that make it eligible for the management of the electoral process in a neat and transparent way and the most important of these qualities we set the neutrality. Considering that the management of the election operation has been done by a neutral body or by an existing government or by international observers, the question that arises in this regard is centered mainly about any of these bodies is the most neutral in the management of the electoral process? And what are the guarantees that have been enclosed out to ensure its neutrality? Our study comes mainly to show the most important bodies entrusted with the management of the electoral process, as well as the guarantees that is surrounded by in order to ensure its neutrality Whether the independence or the impartiality, the transparency or the supervision and the control.
