The direction of investment to a particular country depends on the set of incentives and encouragements offered by the host countries to attract it on the one hand, and on removing the barriers and obstacles that stand in its way on the other hand. Algeria is among the countries that strive to attract foreign investors to invest in it in various ways, as Law 16/09 relating to the promotion of investment, issued on August 3, 2016, included in Chapter Four a set of guarantees, including what was stipulated in Article 22 regarding the principle of the stability of the provisions of the applicable law, and Article 23 which included a guarantee against expropriation. However, the question remains about the role of these guarantees in attracting foreign investments and their impact on the national economy.
