Abstract

The aim of this study is to determine the effectiveness extent of the internal tribal control of public transactions, which is represented in the toss committee, and evaluating the offers in order to fight the administrative corruption by taking note of the most important updates mentioned in the Presidential Decree 15-247, which includes regulates public transactions and General Assembly delegations compared with the previous legislation, and so that to know the efficacy of this committee and its function in minimizing manipulation in this critical domain, we made a comparison between the Algerian, French, Egyptian and Moroccan transactions law so as to highlight differences and treat defects.
