Abstract

The study starts from a problem related more to how training affects the process of social change, and the nature of this impact in the Arab world. All this is in the light of a preliminary guess: that the training systems in the Arab world have influenced, in light of the prevailing educational and bureaucratic challenges, in transforming the process of social change into results that have a negative impact more than a positive one at the same time. This requires rethinking these systems - once again - in order to lead them to a transformation that is better for the achievement of major national and national goals
