Algerian Housing Policies: The Legal Framework and Implementation Challenges

This paper examines the reality of public housing policy in Algeria, considering the escalating population needs and the capacities provided by public authorities to address the housing shortfall. The authorities rely on a series of programs designed to strike a balance between fulfilling the quantitative societal demands and ensuring construction quality. These plans and initiatives aim to eradicate the housing issue through diverse measures, such as diversifying urban housing typologies, adopting various mechanisms for project financing, and engaging the private sector in the housing market. The housing policy has been analyzed from conceptual, theoretical, and practical perspectives, with a specific focus on the period from post-independence up to 2014, revealing the challenges impeding the attainment of the desired objectives.
