الملخص

تتناول هذه الورقة البحثية واقع سياسة الإسكان العام في الجزائر، مع الأخذ في الاعتبار تزايد احتياجات السكان والقدرات التي توفرها السلطات العامة لمعالجة النقص في المساكن. وتعتمد السلطات على سلسلة من البرامج المصممة لتحقيق التوازن بين تلبية الاحتياجات المجتمعية الكمية وضمان جودة البناء. وتهدف هذه الخطط والمبادرات إلى القضاء على مشكلة الإسكان من خلال تدابير مختلفة، مثل تنويع أنماط الإسكان الحضري، واعتماد آليات تمويل متنوعة للمشاريع، وإشراك القطاع الخاص في سوق الإسكان. وقد تم تحليل سياسة الإسكان من منظور مفاهيمي ونظري وعملي، مع التركيز بشكل خاص على الفترة الممتدة من ما بعد الاستقلال وحتى عام 2014، مما يكشف عن التحديات التي تعيق تحقيق الأهداف المنشودة.
