Adapting the public service to the experience of the higher education and scientific research sector in Algeria

This study highlights the aspects of adaptation of higher education and scientific research service in Algeria to meet public needs, depending on the necessary circumstances and transformations, whether at the textual or practical level through changes in the structural and functional aspects, as well as digital transformation, and strengthening this in the presence of a political will - since 2020 - that seeks to modernize the sector by making the necessary decisions, including increasing the financial appropriations allocated to it ; there is a strategy for this sector by developing the 2022 Digitization Master Plan and implementing the programs and projects specified therein to achieve the quality of higher education and training and various other services and contribute to sustainable development. However, some challenges remain, such as those related to the technical aspect and improving the ranking of Algerian university institutions according to regional and international classifications.
