Abstract

The role of the administrative judge in resolving administrative disputes is not limited to merely applying the law, but also extends to creating legal rules that strike a balance between the public interest and individual rights. These rules are characterized by their practicality and adaptability to various circumstances. For this reason, the administrative judge has been innovative in developing key theories and principles in administrative law. This is due to several reasons and justifications, including the distinctive nature of administrative law, the characteristics of its rules, and the judge’s function in administrative disputes. The administrative judge enjoys broader authority and discretion compared to the ordinary judge, whose role is confined to applying the law.
