Abstract

Artificial intelligence is a rapidly evolving technological field that is increasingly used in both scientific research and practical applications. It exerts profound and far-reaching effects on society as a whole. The governmental and non-governmental applications of artificial intelligence have significant implications for the protection of human rights and fundamental freedoms.

Artificial intelligence directly intersects with basic human rights, both positively and negatively. In this context, the present study seeks to strike a balance between the ongoing need to develop AI technologies and the imperative to safeguard the rights enshrined in international human rights law.

Accordingly, the fundamental question addressed in this paper is: How can a balanced and consensual framework be established to reconcile the protection of the human rights system with the legal implications arising from the use of artificial intelligence technologies that may undermine this system, as guaranteed by various international instruments and conventions?
