The constitutional amendments, after 1996, significant change in
executive authority; both organically and functionally, by abandoning the
post of Head of Government, which represented the second pole at the head
of the executive authority,and replacing it with the post of Prime Minister,
responsible for implementation of the President's Program through the
work charter he establishes. This charter became: "the government work
charter", after the 2016 constitutional amendment, which is submitted to
the Council of Ministers headed by the President of the Republic.
When the 2016 constitutional amendment was to bring changes
brought about a that would limit the broad powers of the President of the
Republic, it maintained his supremacy; by becoming the pivot of all the
authorities and simultaneously occupying the post of President of the
Republic and Head of the Government.
This shows that the constitutional legislator has returned to the era of
unilateral executive authority, which clearly shows the obvious
characteristics of the presidential system in the type of the Algerian
political system.
