Legal Dimensions of International Civil Aviation Security and Safety

This study aims to examine the reality of international civil aviation safety and security by demonstrating the various legal and institutional mechanisms. The paper concluded that the liability system, especially civil, is deficient in compensating victims of air accidents, which prompted the national judiciary to address the issue by establishing dual liability between the air carrier and the state to compensate passengers, a primary liability towards the carrier and a reserve liability towards the state.
