الملخص

تخضع العقود العامة لأنواع متعددة من الرقابة خلال مراحل إعدادها وتنفيذها. وأبرزها الرقابة المسبقة، التي تنقسم إلى رقابة داخلية وخارجية. تتولى الجهة المتعاقدة الرقابة الداخلية من خلال فتح العطاءات وتقييمها، بما يشمل فحص العروض وتحليلها ومتابعة تنفيذها. أما الرقابة الخارجية، فتُعهد إلى لجان المشتريات العامة، المُنشأة داخل كل جهة متعاقدة، بهدف ضمان امتثال العقود العامة للتشريعات واللوائح المعمول بها.
