Mini-import as a mechanism to support self-entrepreneurs and develop their economic activities

Abstract

Mini-importation is a modern mechanism aimed at facilitating foreign trade operations by enabling individuals to import small quantities of permitted goods under simplified procedures and at low costs. Executive Decree No. 25-170 dated June 28, 2025, contributed to integrating this activity within the legal framework, after it had remained for many years confined to the informal economy under the label of "kabbah trade." In this context, mini-importation constitutes a supporting tool for self-employed entrepreneurs, as it provides them with the resources and goods necessary to launch or expand their commercial, service, and productive activities. The study concluded that the interaction between mini-importation and the self-employed entrepreneur contributes to fostering the spirit of initiative and revitalizing local markets, making them an important lever for supporting economic development and reducing unemployment rates. Moreover, mini-importation represents a promising opportunity for the national economy, but it must be organized and managed wisely to ensure maximum benefit, while avoiding any challenges it may face.
