Digitization as a mechanism to enhance competition in public procurement under Law No. 23-12 specifying the general rules for public procurement

applying the principles of free competition in public transactions, the Algerian legislator has a high profile and has recognized special protection, through legislation and regulation on public transactions, with a view to defining the provisions on candidacy and competition for public applications, and the Competition Act, which aims at regulating competition and 4defining the rules for its protection in order to increase economic effectiveness. In keeping with the new development in the field of modern technologies, the digitization pillar has been introduced into public transactions legislation by providing for the establishment of the electronic portal for public transactions and adopting electronic media in the exchange of information as a new tool to promote transparency, broaden the scope and proportion of participation and competition, and accelerate and streamline actions at all stages of the public transaction.
