Civil society institutions seek to embody the constitutional rights and freedoms of their members, in this regard; they have no choice but to resort to the media to achieve their goals. Which will inevitably bring them into collision with the many and flexible restrictions especially those included in articles of the Organic Law (23-14) and (23-20). This study was to demonstrate the impact of these restrictions on civil society activity when using media. To complete this study, we relied on both descriptive and analytical methodologies, outlining the most important limitations of the aforementioned laws, observed their impact on civil society activity and ultimately concluding that, given the controversy between freedom and power; the promotion of freedoms was and will remain contingent on the political maturity of those in power.
