Abstract

regulate the collection and distribution of Zakat by establishing the Zakat Fund. It aims to achieve social and economic development by adopting the idea of granting a Qard Hasan (interest-free loan) to finance small projects, which have faced challenges in implementation and raised controversy regarding their legitimacy.

On the other hand, the field study conducted at the Directorate of Religious Affairs in Sidi Bel Abbes showed that the fund focuses more on social activity by increasing consumption allocations for the benefit of the needy, rather than supporting economic activity.
