Directing local development programs towards developing shadow areas A case stady of the municipalityof Frenda , Tiaret state , as a model

This study aims to highlight the importance of directing local development programs towards shadow areas, as various concepts related to research on local development, local communities and shadow areas were discussed. This study also contributes to enriching the scientific level related to the reality of developing shadow areas and highlighting the efforts of the Algerian state to achieve Effective and comprehensive levels of development at the national level, especially after the instructions of the President of the Republic, Abdelmadjid Tebboune, to develop the shadow areas in order to ensure human security for the residents of these areas. In this study, we used the descriptive and analytical approach to gain familiarity with the theoretical concepts included in the study, present local development projects embodied in the municipality of Frenda, Tiaret state, and analyze the tables. Finally, this study concluded that the development of shadow areas is prominent through local development programmes.
