The role of the organizational structure in managing competencies in public organizations

This article discusses the role of the organizational structure in managing competencies in local administration in light of Algerian law. It aims to highlight the relationship between the dimensions of the organizational structure and competency management. To enrich the research, we conducted an empirical study in the local communities of Boumerdès Province, specifically within the Directorate of Local Administration, to identify the applied organizational structure and its impact on competency management. We found from the study results that there is a weak relationship between the organizational structure and competency management in local administration. This is attributed to the high centralization of the organizational structure, a high degree of formality, a lack of participation in decision-making, as well as the multiplicity of administrative levels. Consequently, this has led to a weakness in the attraction and development of competencies.
