Abstract

This research paper aims to shed light on the role of government support programs in promoting micro-enterprises in Algeria during the period from 2018 to 2022, through an analysis of the main mechanisms adopted by the state to encourage youth entrepreneurship and combat unemployment. Particular focus was placed on the programs of the National Agency for Entrepreneurship Development, the National Unemployment Insurance Fund, and the National Agency for the Management of Microcredit. These institutions provided a range of financial and fiscal facilitations, such as interest-free loans, tax deferrals, and technical support throughout the various stages of project creation.

The study revealed relatively positive results, reflected in the increase in the number of micro-enterprises established and the creation of a significant number of job opportunities, particularly among youth and university graduates. However, these outcomes were accompanied by several challenges, most notably administrative bureaucracy, weak post-funding follow-up, and a lack of training in project management.
