Abstract

Improving the quality of services and establishing good governance within the academic environment constitute the fundamental pillar for transitioning universities from mere traditional educational institutions into global centers of excellence. This study aims to present Mohamed Boudiaf University of M'Sila as a model of a university institution striving to balance academic authenticity with organizational modernity, and to chart a methodical path toward operational and institutional excellence in its relentless pursuit of achieving the highest quality standards and elevating administrative and academic performance.

The descriptive approach was utilized in this study, and the findings reached are as follows: Strict commitment to quality standards and transparency in the periodic review (of the mission and strategic plan) makes the University of M'Sila a fertile environment for innovation and capable of responding to labor market requirements and international changes; moreover, the university's Quality Assurance Cell relies on ISO 9001 as a roadmap that clarifies requirements and defines set goals to ensure the construction of an effective and sustainable quality management system. Ultimately, improving quality and governance is not an administrative luxury, but rather an investment in human capital that guarantees the university's survival and competitiveness in a global academic space that recognizes nothing but excellence.
