Administrative Empowerment as a Mechanism for Modernizing Public Administration

This study aimed to highlight the role of administrative empowerment in modernizing public administration by emphasizing the necessity of valuing human resources within institutions and their active involvement in decision-making processes. This approach enhances the mechanisms leading to development and modernization. The study adopted a descriptive-analytical methodology to demonstrate how empowering human resources contributes to improving the relationship between public administration and employees, thereby ensuring better relations between public administration and citizens. Furthermore, it emphasizes achieving high-quality public services that meet citizens' needs at the lowest cost, enabling competition with the private sector in delivering public services to the service seeker, who is now referred to in modern administrative thought as the "customer." Additionally, it discusses steering institutions toward digital transformation and e-governance through administrative empowerment and the involvement of human resources in providing ideas and suggestions, fostering a spirit of innovation and creativity. Ultimately, the study concludes that any public institution aiming to achieve its objectives within the framework of modernizing its administration must adopt administrative empowerment in its philosophy, integrate it into its programs and plans, and implement it practically. This is because the administrative empowerment of human resources is a fundamental pillar for the modernization of public administration.
