Abstract

since gaining independence, Algeria has been committed to improving the efficiency and proper utilization of public funds, as well as rationalizing public expenditures. This commitment is evident through the legal framework governing public transactions and its efforts to rectify shortcomings while keeping pace with global changes. One of the most significant developments in this regard is Law No. 23-12, which establishes general rules related to public procurement. Through this study, we aim to explore the mechanisms introduced by the new law to enhance the role of transparency in public transactions, particularly through newly established electronic portals. Transparency is a crucial principle for achieving efficient utilization of public funds and managing public spending.
