Administrative supervision over local authorities between Legal texts and political dimension Department's relationship with the municipality

Abstract

The municipality in Algeria plays an important role in the management of local public affairs by providing public services and promoting the pace of development in the economic and social fields. In order to achieve greater efficiency in local management by working more closely to bring the administration closer to the citizen and to reduce the centralization of important decisions that have a direct impact on the daily life of the citizen, the mode of administrative supervision exercised by the department on the work of municipalities was adopted, which extended further to include political control over locally elected councils.

On this basis, this study tries to approach the legal framework of the department and its role in the process of administrative control of the work of the communes, which makes it one of the brakes with the administrative decentralization on the one hand, and brakes the policy local act on the other hand.
