Abstract

The study is concerned with researching the most important theoretical debates about the preconditions for the emergence of democracy from the perspective of the literature of political development, which was the focus of its interest in the third world countries by trying to modernize them and catch up with civilization, by formulating a model that rid them of tyranny that was derived through the experiences of the Western state, which in turn succeeded In the production and consolidation of democracy, therefore, third world countries must follow the Western model as an imperative.
