A strategy to address speculation in rental public housing in Algeria: a critical reading

Abstract

The papers of this article constitute a link in the series of articles that we initiated to complete on the subject of "speculation in rental public housing in Algerian society", where we aim to identify the whole legal texts, and the procedural measures that were followed in the field of dealing with the phenomenon of illegal trading in rental public housing, Which is known idiomatically in popular circles as "selling the key", and from there the shortcomings and imbalances that characterized it were revealed, which made it almost incapable of putting an end to such a practice, in a way that it has become with it today one of the common transactions circulated in the housing markets in Algeria in a very normal way.
