The Assyrians lived throughout the greater part of their history in Mesopotamia in the form of a federation of city-states not closely related, as they had sufficient knowledge that the city could not live in a political vacuum, nor seemed to have a political back that would provide it with strength, survival and preservation of its continuity as a region, In this way, their leaders and the rulers of these states made attempts to unify them into a single central state, but most of these attempts ended in failure and failure, and therefore it is necessary to formulate a political reality that aims to form a state of submission and submission by imposing a certain system, ideas and language with political beliefs. The political goal is not only hegemony, power or influence, but also integrating Mesopotamia society within the framework of the existing political system at the time, which is based on fighting and thwarting forms of internal rebellions and external conspiracies by using the language of weapons to ensure and achieve unity and its continuity
