Abstract

Land is a matter of life or death, so man took upon himself to serve and protect it at the same time, as it is a symbol of his existence and the entity of his freedom. For this reason, traditional colonialism has been carried out in this field, which is the control of the land as a symbol of submission or ownership and leadership. the Roman administration considered it a source of power and influence, so it made all the lands that it obtained outside Italy property of the Roman people, which, once covered, was distributed to the peasants To exploit them in return for a share in kind or in cash, and the same law defined them as war booty or the lands of defeated enemies (Dediticii).
