Among the policies relied upon by the French occupation in Algeria was the policy of controlling property, dividing tribes into separated units, and dismantling family ties within a single tribe. One of the most famous laws implemented by the French administration was the Senate decree dated 22 April 1863, which divided the land of tribes and clans into parcels. Later, what became known as municipal villages appeared, and the borders began to develop and change with each organised border decision up to and after independence. Among the areas affected by these laws was the Guelma region.
