Anticipatory Management as an Input to Improve Human Resources Performance in the Algerian Health Sector

This study examined the pivotal role of Anticipatory Human Resource Management (AHRM) as a strategy to enhance performance in the Algerian healthcare sector, while identifying the primary challenges to its implementation in public institutions. The research concluded that a significant structural and methodological gap hampers GPEC's effectiveness. Prevailing administrative centralization and siloed systems limit the flexibility required for effective authority delegation and role integration, resulting in a disparity between modern competency management requirements and the current organizational reality. Therefore, the study emphasized that successful GPEC activation requires comprehensive organizational reform to achieve effective, proactive HR management.
